Buluttan builds AI-based, hyper-local weather intelligence, combining numerical weather prediction with deep neural networks to forecast 200+ weather variables at high spatial and temporal resolution, helping industries like aviation, logistics, renewables, and insurance plan around and protect against weather risk.

Buluttan grew out of an interactive weather app Güven Bölükbaşı first built in 2017, and formally became a company in 2022 with co-founders Gökmen Güven and Mehmet Kıral. Güven, also CTO, has spent over a decade running the iOS and AI consultancy Dorian Labs, including building the app for Circle Medical, a UCSF Health-affiliated telemedicine startup. Gökmen came from the sustainability side of business, leading commercial operations at the food-waste platform Fazla Gıda and chairing Unilever's Sustainable Living Plan Board during five years at the company. Mehmet rounds out the team with a finance background, six years trading emerging markets at JPMorgan before co-founding the tourism company Remok Turizm.

Weather data was still treated as a peripheral input in sectors where it directly drives operational and financial risk. Buluttan had built its own private forecasting engine instead of buying off-the-shelf data, giving it real technical depth in a category most competitors do not invest in. Its traction in energy showed the strength of the use case, while rapid expansion into defense and aviation pointed to a much broader market for mission-critical weather intelligence.
